Nigeria and Finland Sign Cybersecurity Pact

Nigeria and Finland signed a cybersecurity cooperation agreement on March 23, 2026. The deal addresses rising cyberattacks targeting Nigerian institutions nationwide.

Dr. Bosun Tijani, Nigeria’s Minister of Communications, Innovation, and Digital Economy, signed the memorandum. Jarno Syrjälä, Finland’s Under-Secretary of State for International Trade, also signed. The agreement was formalized in Abuja, Nigeria’s capital city.

Rising Cyber Threats Drive Partnership

Nigerian organizations recorded 4,701 cyberattacks per week in January 2026. Furthermore, this represents the highest rate in Africa currently. Additionally, attacks increased 12 percent year-on-year according to Check Point Research.

The surge prompted urgent government action on cybersecurity measures. Moreover, businesses and government agencies face increasing AI-driven threats.

The memorandum covers multiple critical areas of digital cooperation. Specifically, it addresses digital government services and emerging technologies. Additionally, the deal includes digital public infrastructure and cybersecurity frameworks.

Building on Previous Engagements

Tijani emphasized that the agreement follows the February discussions in Helsinki. “This agreement is a significant next step,” he stated.

Discussions centered on Nigeria’s Data Exchange Platform and infrastructure projects. Additionally, Finland’s participation in Project BRIDGE was explored thoroughly. Project BRIDGE stands for Building Resilient Infrastructure for Digital Growth.

The minister highlighted how the partnership unlocks opportunities for growth.

Finland’s Commitment to Digital Security

Syrjälä affirmed Finland’s dedication to supporting Nigeria’s digital development. “Finland is very pleased to deepen its partnership with Nigeria,” he stated.

Finland brings extensive expertise in cybersecurity and digital governance. Additionally, the country ranks among Europe’s leaders in digital innovation.

The partnership emphasizes human-centric digital systems that empower citizens. Syrjälä described Nigeria as a strategic partner in Africa.

New Cybersecurity Framework Coming

Nigerian authorities are developing an updated National Cybersecurity Policy. The framework will require organizations to meet minimum cybersecurity spending thresholds.

Kashifu Inuwa, Director-General of the National IT Development Agency, leads implementation. The updated policy is expected to launch later in 2026.

Supporting Ongoing EU Initiatives

The agreement complements Finland’s lead role in a €23 million Team Europe Initiative. Finland’s development agency HAUS implements the program with Estonia’s ESTDEV.

The program aligns with Nigeria’s 3 Million Technical Talent initiative. It supports transformation strategies.

Economic Growth and Service Delivery

Both nations view digital cooperation as essential for economic development. The MoU aims to drive economic growth through technology adoption.

The partnership creates opportunities for Finnish private sector involvement. Moreover, Nigerian businesses gain access to advanced cybersecurity solutions. Therefore, both economies benefit from increased digital trade.
